But... as John Paul II wrote in a 1987 encyclical: " In brief, modern underdevelopment is not only economic but also cultural, political and simply human... Hence at this point we have to ask ourselves if the sad reality of today might not be, at least in part, the result of a too narrow idea of development, that is, a mainly economic one."

In October 2002, Ricardo Calmet, in Callao.org, published "Looking for Kouri's Home". In August of 2010, Peru's national election board (JNE) still could not find it though Alexander Kouri Bumacher had in the meantime been mayor of Callao and president of the Region of Callao before his 2010 disallowed candidacy for mayor of Lima.

What has been Calmet's long road to truth is now honor for Lima and justice for Callao.
